RuntimeError: Unable to execute command chcp.
Please make sure that the C:/Windows/System32 directory is in you PATH environment variable.
해결방법
1. 윈도우 검색창에 "언어 설정" 검색
2. 기본 언어 설정 클릭
3. 시스템 로캘 변경
4. 재부팅
